For the same reason Abrams chose a Croatian immigrant (Mira Furlan) to
play a French woman on "Lost."

It's the Sean Conery syndrome, he's played ...

A Britsh secret agent with a scottish accent (Early Bond movies) (OK this
one is feasible)
An American writer ... with a Scottish accent (Finding Forrester)
A Spanish swordsman ... with a scottish accent (Highlander)
A Russian submarine captain ... with a scottish accent (Hunt for Red
October)

and many other similar characters.

None of the good actors were available and they had to settle for
anyone they could get? :-)

Because by the time of TNG, Britain had invaded and subjugated France.
Picard was french in name only.

Actually, Scotland's a part of Great Britain, so a Scot as a British agent
is posible.

Because to Americans any non-American accent is exoctic enough and
actual accuracy is unimportant. ;-)

"I'm not Spanish, I'm Egyptian."

He was an Egyptian who'd assumed a Spanish identity ... and had a
scottish accent.
