Shatner is a tricky situation. As a director, his next step up is to
producer. But as we all know, the franchise itself has been too
tightly reined-in for such a maverick production to occur.
Conceivably, a return to the TOS-timeline might at this point occur as
an independent production entirely under the control of the original
cast, with Shatner hiring a big name science fiction writer to
"rescue" Kirk.

Such a classic scenario could then be adapted for the screen by one of
today's top screenwriters, and maybe even directed by Leonard Nimoy
himself. I don't really see what prevents this from happening, except
maybe a lack of desire on their part.

Unless perhaps it was done as some sort of free "fan film", Paramount
would never allow it to even start production. Despite what he often
likes to apprently think, Shatner does not own "Star Trek", for better
or worse (and mostly worse these days) Paramount does.
