How is this different from any number of "holodeck" episodes in Star
Trek: The Next Generation?

Because it's the premise for a whole series, not just a couple of
episodes.

There have been so many novels, TV shows and episodes, and feature films
about virtual reality that I doubt any single one could claim ownership
of the concept.

Agreed...and if one could claim ownership to the concept, it certainly would
not be Star Trek.

...but TNG and VOY did depend on it a lot.

So did DS9, which was the stupidest of all when they were in the middle
of a war, sitting on THE most important part of space ... and yet ALL
the command staff go and play in the holosuites. :-\

Probably the only reason Enterprise didn't is because the holodeck was
invented in that time period (not that that would normally stop Bevis &
Butthead - they just change "history" to suit themselves).
