... or they repair/refit by swapping out whole systems rather than parts.
Maybe it's easier, cheaper, less time consuming or takes less people (thus
the ship spends less time non-operational) to replace warp nacelles (for
instance) "pre tuned" than send a crew over to tinker with the fitted ones
once the ship arrives.
