In TOS they had Uhura. In ENT they had Yoshi.
Why didn't they have communications officers in TNG, DS9 and VOY ?

On TNG Worf was comminications officer.
After Tasha's death he also took the post of security officer. Maybe
afterwards the positions were combined officially.

That's about right.

The crew responsibilities in TOS reflected a typical early 1960s
business office--maybe Roddenberry's own office: You had the
receptionist (Uhura) who answered the phone, you had the secretary
(Yeoman Rand) who took dictation and brought the coffee, etc.
