There's already rules in place, but the line between legal and illegal
is paper thin. If one player stands a guy up and the other goes for the
legs, it's illegal. But if a defender is coming at you and you block
"low" it's legal as long as you're not clipping.
The short version is a "cut block" where you go to your hands and feet
across the defender's path is legal. It's a faster, lower variation on
what we used to call "crab blocking," which isn't designed...
