Kim Jong Il and the inner party elite use those luxury items. I was
reading several articles describing how party members are crossing
into Chinese border towns and purchasing everything from luxury cars
to fur coats to gourmet food to gold jewelry and paying for it in
cash (though the currency wasn't mentioned).

Cutting off the luxury items is very important because Kim Jong Il is
very spoiled and stuffs his face with caviar while his subjects starve.
What the articles described about the shopping sprees as well as what
I've seen in the several DPRK documentaries on television constitutes
a crime against humanity of the greatest magnitude. There really is
no choice but to blockade DPRK completely, the people can't starve any
more than they're already starving, and once the inner party members
are reduced to eating grass like the rest of the North Korean people,
they will quickly depose Kim Jong Il.
