Authorization to pick up accountable mail from a lock box

New nonsense.

One of my lock boxes is for a nonprofit organization. The president and I
have keys to the box. I'm secretary, so my job is to fill out applications.
I know that both of us are listed on the application to pick up mail from
the box.

On Friday, when the president picked up mail from the box, the clerk at the
caller window refused to give him the certified mail, claiming he wasn't
authorized to receive it. I'm on a mailing list that uses certified mail for
specific legal notices. My name is on the attention line, with the
organization's name on the mail as well. So this is corporate mail, not
personal mail.

When I called today, the clerk answered when I asked for a supervisor and
wouldn't let me talk to anyone else. He left another form in the box for me
to fill out to authorize someone else to receive accountables.

He also claimed that if this were caller service rather than a lock box, it
would have been different.

Is he right, or just a bureaucrat exercising his perogative?
