That may be the answer to a 30-year-old mystery for me! I was
arriving in Manhattan in a Greyhound bus one night, and saw a topless
hooker as we came down on of the lesser streets toward the Port Authority
Bus Terminal. I've always wondered how she was able to get away with
that, without being arrested.
Do you know if it was legal back in the 1970s?
And -- I grew up in upstate NY, but was never aware of that. Do
you know if it was legal there in the 1940s thru 1960s?
