When I first went there in 1977, there were signs posted that advised
that swimsuits were optional ahead. Some time after that, the City
Council reversed itself, and it was again considered illegal to be nude on
the beach. If any federal land were involved, I was unaware of it, and
this is the first I've heard of that. So that might be worth checking into
for a certain determination.
Last time I was there was the mid-'90s, too. Damn, how time flies!
