Destroying is far easier than building. Ask anyone who has survived a
category 5 hurricane.
Hiroshima took centuries to build and less than a minute to destroy
with an atomic bomb. It took far more than 60 seconds to restore
Hiroshima.
It only took a couple of hours to destroy the World Trade towers. Did
it only take a couple of hours to build?
If you create 3 generations of people who are unable to read, and then,
to prove their worth as human beings, expect them to become Rhodes
Scholars with only the most reluctant of assistance from those who were
responsible for making those people illiterate--Eisenhower had to call
in federal troops to allow black children to attend schools originally
designated for white-skinned persons only.
As late as 1994, I saw first-hand racist policies in education: whites
(still living in plantation-style houses) getting property tax breaks
if they sent their child to the local private school, while blacks
(still paying rent in slums on the other side of the railroad tracks)
were unable to afford the tuition payments to the private school. So
the public school system suffered from a severe lack of money When one
black attorney finally was able to jump through all the loopholes to
get his son enrolled in the previously all-white private school, 1/3 of
the students in the private school left and formed another private
school in protest.

Because the damage done is very hard to undo. Centuries of slavery,
combined with another century of sharecropping, created a climate where
little was expected of people of color other than physical labo
--unless
one was talented enough to entertain Whitey through music or athletics.
