Although Sodom was destroyed early in the Bible story, it is
frequently mentioned in prophecy. For example, in Ezekiel 16, it is
mentioned along with Samaria, in a prophecy about Jerusalem, which
says those three cities are sisters. Jesus mentioned Sodom on
several occasions. Jesus said the people of Sodom will be raised up
in the judgment, and will be in a better standing than the Jews who
heard Jesus preach and saw his miracles, but rejected his message.

Matthew 11:23-24
And thou, Capernaum, which art exalted unto heaven, shalt be brought
down to hell: for if the mighty works, which have been done in
thee, had been done in Sodom, it would have remained until this
day.
But I say unto you, That it shall be more tolerable for the land of
Sodom in the day of judgment, than for thee.

Ezekiel's prophecy speaks of the restoration of Sodom, Samaria and
Jerusalem. [Ezekiel 16:55]

Since the only survivors of the destruction of Sodom were Lot and
his two daughters, that could only occur in the judgment.
