quite quibbling, even veterans consider there benefits as entitlements.
they also mention the usual idiots trying to stop entitlements.
"Originally, this GI Bill provided one month of education and training
for each month of service, for a maximum of 36 months. In December
1976, maximum entitlement was extended to 45 months."
"A major change in 1967 enabled veterans to take cooperative farm,
on-job, flight and correspondence training. Disadvantaged veterans,
those who did not finish high school before entering service, were
given full VA benefits while completing high school without losing any
entitlement for college or other training."

The "Shift" key actually says "Shift" on it along with an arrow pointing
toward the top of the keyboard on most keyboards. If you hold it down while
typing a character, you will get the shifted version of that character. For
letters, this will be an upper case letter. Now try it with me. First type
"t". Notice that it is lower case. Now press, and hold, the "Shift" key
while typing a "t". Wow! Amazing! You get "T" instead! If you would like,
my 3rd grader can give you a lesson on when it is appropriate to use upper
case letters. Hint: Sentences begin with them.

first of all, the right to free speech is not established by government.

but, to get back on point, welfare has not, until relatively recently, been
considered a right.
