The Marriott Wardman Park, Omni Shoreham, and Hilton Washington hotels are
sold out for the peak nights during the TRB 86th Annual Meeting, January 21-
25, 2007, in Washington, D.C. TRB has contracted for special room rates
with two “overflow” hotels, the Renaissance Mayflower Hotel and the Hotel
Palomar Washington. Reservation information for these overflow hotels is
available on the Annual Meeting website. Shuttle service is not provided
from overflow hotels since they are a short walk or Metro ride from Annual
Meeting events.

TRANSPORTATION POSTER SESSION

As part of a Wednesday, January 24, 2007, poster session during the TRB
86th Annual Meeting, attendees will have the opportunity to engage
researchers on the results of their high-risk and innovative projects that
were funded by TRBÂ’s Innovations Deserving Exploratory Analysis (IDEA)
programs. The Federal Transit Administration, the Federal Motor Carrier
Safety Administration, the Federal Railroad Administration, and the member
states of the American Association of State Highway and Transportation
Officials sponsor four IDEA programs that promote innovation beyond the
scope of traditional research programs in the areas of transit, safety,
high-speed rail, and highways. The IDEA poster session will begin at 9:30
a.m. in the Marriott Wardman Park Hotel.

TRBÂ’s Airport Cooperative Research Program (ACRP) is soliciting nominations
for members of synthesis topic panels that have expertise in the topic
area. Topic panels oversee the development and publication of the specific
synthesis of airport practice report. Nominees should have expertise
directly relevant to the issues being addressed by the project. The
nomination of women and minority candidates is encouraged. Below are

Riprap Design Criteria, Recommended Specifications, and Quality Control
examines design guidelines; recommended material specifications and test

TRBÂ’s National Cooperative Highway Research Program (NCHRP) Research
Results Digest 306: Identification of Liability-Related Impediments to
Sharing §409 Safety Data among Transportation Agencies and a Synthesis of
Best Practices examines liability risks associated with sharing safety data
among transportation agencies pursuant to Section 409 of Title 23, U.S.C.
The report also explores best practices; reviews the Pierce County,
Washington v. Guillen decision and its potential impact on managing state
liability risk; and describes potential strategies for overcoming the
impediments to data sharing, specifically those related to liability.

TRBÂ’s Transit Cooperative Research Program (TCRP) Report 95: Traveler
Response to Transportation System Changes, Chapter 2 – HOV Facilities
examines how travelers respond to high occupancy vehicle (HOV)
applications. HOV facilities provide preferential treatment for transit,
vanpools, carpools, and other designated vehicles by providing lanes and
roadways reserved for their use. HOV and bus-only lanes in separate rights-
of-way, on freeways and tollways, on ramps, and on arterials and city
streets are among the approaches used for giving HOV priority over general
traffic. The report does not cover busways primarily on their own
alignment. This application is addressed in TCRP Report 95: Chapter 4 -
Busways, BRT (Bus Rapid Transit), and Express Bus.

TRB Transportation Research Circular E-C106: Environmental Geospatial
Information for Transportation summarizes a May 3-4, 2006, peer exchange
that took place in Washington, D.C. The peer exchange highlighted several
examples of successful collaboration, data sharing, and the effective use
of environmental geospatial information systems data in transportation
planning. The report focuses on environmental stewardship, streamlining,
and sustainable growth; the importance of effective collaboration; and
building capacity for data management and sharing. Appendices to the
report include the final meeting agenda, biographies of presenters and
panelists, contact information for all participants, descriptions of
applications showcased by participants, responses of Mid-Atlantic states to
a preconference questionnaire, and references for related initiatives and
resources.

The U.S. Department of TransportationÂ’s Bureau of Transportation Statistics
has released a report that examines labor productivity and multifactor
productivity (MFP) in U.S. air transportation during 1990 to 2001. The
report also compares these measures to those of two other transportation
subsectors and of the U.S. business sector. In addition, the report
explores the factors that have affected changes of labor productivity and
MFP in air transportation over time.
VALUE PRICING PROJECT QUARTERLY REPORT (JULY - SEPTEMBER 2006)

The U.S. Federal Highway AdministrationÂ’s Office of Operations has released
its quarterly report on the Value Pricing Pilot Program, which was
authorized by the Safe, Accountable, Flexible, Efficient Transportation
Equity Act: A Legacy for Users. Value pricing encompasses a variety of
strategies to manage congestion on highways, including tolling of highway
facilities, as well as other strategies that do not involve tolls, such as
mileage-based charges for insurance, taxes, leasing fees, and car sharing.
The value pricing concept of assessing relatively higher prices for travel
during peak periods is the same as that used in many other sectors of the
economy to respond to peak-use demands. For example, airlines, hotels, and
theaters often charge more for peak than non-peak times.
U.S. DEPARTMENT OF TRANSPORTATION STRATEGIC PLAN: FISCAL YEARS 2006 - 2011

The U.S. Department of Transportation has released its strategic plan for
fiscal years 2006-2011. The plan is designed to build on the progress made
by the DOT in improving transportation in the United States and examines
how the department will work to lay the foundation for a new transportation
model that will be needed to support AmericaÂ’s economy in future years.
The department has set policy goals in the areas of safety; reduced
congestion; global connectivity; environmental stewardship; and security,
preparedness, and response.

The U.S. Federal Transit Administration (FTA) has released a manual that
includes basic concepts, methods, and procedures for documenting the extent
and severity of noise and vibration impacts from transit projects. The
manual examines how technical information should be presented in the FTA
environmental documents. The FTA recommends use of the manual for
preparers of environmental impact assessments, and others who need a fuller
understanding of the methods used by consultants in noise and vibration
studies.

that explores the challenges faced by European cities associated with low-
