2008 TRB 87TH ANNUAL MEETING: NEW DUAL PAPER SUBMISSION DEADLINES ANNOUNCED

TRB has modified its deadline for papers being submitted for the peer-
review process and presentation at the 2008 TRB 87th Annual Meeting,
January 13–17, 2008, in Washington, D.C. Papers in non-PDF format must be
submitted prior to midnight Friday, July 27, 2007. Papers in PDF format
must be submitted prior to midnight Wednesday, August 1, 2007. The paper
submissions website for the 2008 TRB 87th Annual Meeting will be opened in
June and announced in the e-newsletter and on the front page of TRBÂ’s
website.

The dual paper submission deadline, along with an upgrade in server and
software capacity, is being implemented to enhance the system's service to
potential authors by alleviating congestion on TRBÂ’s paper submission
website. Authors are strongly encouraged to submit their paper/s as early
as possible and to convert their paper to PDF format prior to submission.
Both efforts will save you time. Last year, TRBÂ’s website processed a
record 3,200 paper submissions, most of which occurred during the 24 hours
prior to the deadline. This year TRB expects to process more than 3,500
papers.

The Transportation Research Record (TRR): Journal of the Transportation
Research Board has long been recognized as one of the leading sources for

Research problem statements for the FY 2007 Transit Cooperative Research
Program (TCRP) are due June 15, 2007. If you have submitted a research
problem statement in a previous year that was not selected, but is still a
relevant transit research topic, please feel free to resubmit the problem
statement for consideration. There are many good research topics that are
not selected each year simply due to the level of funding available.
Research problem statements must be resubmitted each year to receive
further consideration. Submitting a research problem statement is easy.
So, if you have any potential research topics, we would welcome your
submission. New projects will be selected in October 2007.

RFP: HANDBOOK FOR ANALYZING THE COSTS AND BENEFITS OF ALTERNATIVE TURBINE
ENGINE FUELS AT AIRPORTS – PROPOSALS DUE JUNE 20, 2007

TRBÂ’s Airport Cooperative Research Program (ACRP) has issued a request for
proposals to develop a handbook that airport operators can use to evaluate
the costs and benefits of providing a “drop-in” alternative turbine engine
fuel at airports, taking into account that such fuel may also be used for
other purposes.

RFP: CHARACTERISTICS OF PREMIUM TRANSIT SERVICES THAT AFFECT CHOICE OF
MODE – PROPOSALS DUE JULY 18, 2007

TRB Transit Cooperative Research Program (TCRP) has issued a request for
proposals to identify non-traditional attributes that contribute to the
response by both automobile and transit travelers to the introduction of
premium transit modes. The project will also quantify the influence of the
most important attributes on mode choice of premium transit modes in
various urban contexts, and suggest how these attributes may be
meaningfully incorporated into travel models.

TRBÂ’s National Cooperative Highway Research Program (NCHRP) Research
Results Digest 317: Prototype Software for an Environmental Information
Management and Decision Support System explores an effort to design, test,
and demonstrate a prototype software program for an environmental
information management system (EIMS) that state departments of
transportation and others could use to support their environmental decision
making throughout the transportation system management process. The EIMS
is intended to serve as one component of an agencyÂ’s broader environmental
management system (EMS). The project resulted in prototype software
designed to support environmental management for transportation and
planning agencies. The final report, including a userÂ’s guide, is available
as NCHRP Web-Only Document 103.

PROGRAMS AND OPTIONS FOR PROVIDING AIR SERVICE TO SMALL COMMUNITIES

The U.S. Government Accountability Office has released the testimony of
Gerald L. Dillingham, director, physical infrastructure issues, before the
U.S. House Committee on Transportation and InfrastructureÂ’s Subcommittee on
Aviation. The testimony explores the history and challenges of the
Essential Air Service (EAS) program, the implementation and outcomes of the
Small Community Air Service Development Program (SCASDP), and options for
reforming EAS and SCASDP. The EAS provides about $100 million in subsidies
per year and the SCASDP provides about $20 million in grants per year to
help support air service to small communities.

ALIGNING NEPA PROCESSES WITH ENVIRONMENTAL MANAGEMENT SYSTEMS (EMS) - A
GUIDE FOR NEPA AND EMS PRACTITIONERS

The Council on Environmental Quality has released a guide designed to help
practitioners improve National Environmental Policy Act (NEPA)
implementation and “to create and maintain conditions, under which humans
and nature can exist in productive harmony, that permit fulfilling the
social, economic, and other requirements of present and future generations
of Americans.”

REVIEW OF THE POTENTIAL SAFETY AND CAPACITY ISSUES ASSOCIATED WITH THE
INTRODUCTION OF THE NEW A380 AIRCRAFT

The U.S. Government Accountability Office has released a report that
examines the impact of the A380 on U.S. airports. The report explores
safety issues associated with introducing the A380 at U.S. airports, the
potential impact of A380 operations on the capacity of U.S. airports, and
how selected foreign airports are preparing to accommodate the A380. The
A380 will be the largest passenger aircraft in the world, with a wingspan
of about 262 feet, a tail fin reaching 80 feet high, and a maximum takeoff
weight of 1.2 million pounds. In May 2006, GAO issued a report that
estimated the costs of infrastructure changes at U.S. airports to
accommodate the A380.

REVIEW OF THE FEDERAL TRANSIT BENEFITS PROGRAM

The U.S. Government Accountability Office has released the testimony of
Gregory D. Kutz, managing director, forensic audits and special
investigations, before the Senate Committee on Homeland Security and
Governmental AffairsÂ’ Permanent Subcommittee on Investigations. The
testimony examines allegations that federal employees in the National
Capital Region are involved in fraud and abuse related to the federal
transit benefits program, explores the potential causes of any fraud or
abuse that is detected, and estimates the magnitude of fraud and abuse in
the National Capital Region in 2006.

REVIEW OF TSA'S CHANGES TO ITS PROHIBITED ITEMS LIST

The U.S. Government Accountability Office has released a letter report that
examines the impact of changes to the Transportation Safety
AdministrationÂ’s prohibited items list. TSA maintains a prohibited items
list that informs Transportation Security Officers who conduct passenger
screening and the traveling public of items that will not be allowed into
an airport sterile area or onboard an aircraft.

The U.S. National Highway Traffic Safety Administration has released
guidelines that examine the components that a state impaired driving
program should include and the criteria that the program components should
meet.

The U.S. National Transportation Safety Board (NTSB) has released a report
that highlights some of the of transportation safety improvements that have
resulted from NTSB accident investigations and recommendations. The report
also gives a brief history of NTSB, its responsibilities, and the
legislation that created it, as well as information on its “Most Wanted
List” that focuses on additional safety advances the Safety Board strongly
believes are needed to further increase transportation safety.

The National Conference of State Legislatures has updated its database that
tracks traffic safety legislation in all state legislatures. The database
includes information on state legislation related to aggressive,
distracted, and impaired driving; automated enforcement; child passenger
protection; driverÂ’s licensing; motorcycle safety; pedestrians and
bicycling; red light running; safety belts; school bus safety; senior and
teen drivers; and speed limits. Reports can be generated by issue or
state, and information in the database goes back to 1998.

HEARING ON ESSENTIAL AIR SERVICE AND SMALL COMMUNITY AIR SERVICE
DEVELOPMENT PROGRAMS
