3RD NATIONAL/1ST INTERNATIONAL CONFERENCE ON PERFORMANCE MEASUREMENT

TRB is sponsoring the 3rd National/1st International Conference on
Performance Measurement on September 10-12, 2007, in Irvine, California.
Authors wishing to have papers considered as part of the conference program
must submit their abstracts by April 1, 2007.
NATIONAL ROUNDABOUT CONFERENCE

TRB is sponsoring the National Roundabout Conference on May 18-21, 2008, in
Kansas City, Missouri. The conference is designed to provide a forum for
the exchange of technical and administrative information concerning aspects
of roundabouts with the goal to inform a large audience about the science
and application of roundabouts. A table-top exhibit will be held during
the conference. The exhibit fee includes one complimentary conference
registration and a listing in the conference final program. Space is
limited and reservations will be accepted on a first come, first served
basis. Hotel reservations are now being accepted. Authors wishing to have
papers considered as part of the conference program must submit their
abstracts by June 25, 2007.
RFI: FY 2008 ACRP RESEARCH PROBLEM STATEMENTS SOUGHT – CANDIDATE SATEMENTS

Research problem statements are now being accepted for the FY 2008 Airport
Cooperative Research Program. The ACRP is an applied, contract research
program with the objective of developing near-term solutions to issues
facing airport-operating agencies. The ACRP undertakes research and other
technical activities in a variety of airport-related areas, including
operations, design, construction, engineering, maintenance, human
resources, administration, policy, planning, environment, safety, and
security. Potential problem statements may be submitted by anyone at any
time; however, the closing date for consideration of problem statements for
the FY 2008 program is April 15, 2007.

The Air Force Studies Board, part of the National AcademiesÂ’ Division on
Engineering and Physical Sciences (DEPS), has released a report that
examines options for improving the engine efficiency of all large nonfigher
aircraft in the U.S. Air Force. For the purposes of the report, the
primary objective of modifying or re-engining Air Force aircraft with more
efficient engines is to reduce fuel consumption. DEPS, like TRB, is a
division of the National Academies, which include the National Academy of
Sciences, National Academy of Engineering, Institute of Medicine, and
National Research Council.

Each year, TRBÂ’s Technical Activities Division staff visit every state
department of transportation, as well as selected universities, transit and
other modal agencies, and industry organizations, to determine the issues
they are facing and how TRB can help in addressing those issues. In field
visits to all states in 2006, senior program officers in TRBÂ’s Technical
Activities Division identified a focus on issues involving institutional
transformation, financing, and workforce among departments of
transportation and other agencies. This summary of the reports reviews
ways that state transportation agencies are addressing the challenges,
defining the needs for innovation, and implementing some of the latest

The U.S. Federal Highway Administration has released a handbook with a CD-
ROM that explores factors and issues that may be appropriate to consider in
dealing with construction noise. The handbook is intended to serve as a
reference document to be used in conjunction with the companion CD-ROM.
The handbook includes a summary of the range of issues and factors
associated with construction noise, while the CD-ROM contains significantly
more data associated with related sources of information. To request a

THE NATION'S TOP STRATEGIES TO STOP IMPAIRED DRIVING

The U.S. National Highway Traffic Safety Administration has released a
report that examines high-visibility enforcement, support for prosecutors
and DWI courts, alcohol screening and brief intervention, and enactment of
primary seat belt laws as four priority initiatives designed to reduce
impaired driving. The strategies were identified as those that could
produce the greatest impact as quickly as possible from 16 strategies that
were identified by an internal cross-agency team.

The U.S. Federal Highway Administration has released the inaugural issue of
its Safety Compass newsletter. The newsletter is designed to enhance or
help establish national and local highway safety programs.
REVIEW OF PUBLIC SAFETY CONSEQUENCES OF A TERRORIST ATTACK ON A TANKER
CARRYING LIQUEFIED NATURAL GAS

The U.S. Government Accountability Office (GAO) has released a report that
explores the results of recent studies on the consequences of a liquefied
natural gas (LNG) spill and examines the areas of agreement and
disagreement among experts concerning the consequences of a terrorist
attack on an LNG tanker. The United States imports natural gas by pipeline
from Canada and by tanker as LNG from overseas. According to the U.S.
Department of Energy, LNG—a supercooled form of natural gas—currently
accounts for about three percent of the total U.S. natural gas supply, and
is expected to increase to about 17 percent by 2030.
REVIEW OF THE PROCUREMENT AND DEPLOYMENT OF THE NEXT GENERATION OF
RADIATION DETECTION EQUIPMENT

The U.S. Government Accountability Office has released testimony by Gene
Aloise, Director, Natural Resources and Environment, before the U.S. House
of Representatives Committee on Homeland Security Subcommittee on Emerging
Threats, Cybersecurity, and Science and Technology that explores whether
the Department of Homeland SecurityÂ’s (DHSÂ’s) cost-benefit analysis
provides an adequate basis for its decision to purchase and deploy the next
generation of radiation detection portal monitors. DHS is responsible for
addressing the threat of nuclear smuggling. Radiation detection portal
monitors are key elements in the nation's defenses against such threats.
DHS has sponsored research and development, and testing activities to
develop a “next-generation” portal monitor. The device, known as the
advanced spectroscopic portal monitor, costs six times more than the
current portal monitor.

The U.S. Federal Highway Administration (FHWA) has released a report that
explores best practices in emergency transportation operations. The report
is part of a series that examines the results of an FHWA workshop series
designed to enhance the working relationship between the transportation
community, emergency managers, and first responders in an effort to improve
recognition of the roles of each in emergency preparedness and response.
A companion report, Common Issues in Emergency Transportation Operations

examines future trends expected in the aerospace industry. The report

The National Transportation Safety Board (NTSB) has released 2006 civil and
general aviation safety statistics. According to the NTSB, the number of
accidents in all segments of civil aviation in 2006 was less than in 2005,
with general aviation recording the lowest number of accidents and fatal
accidents in 40 years.

The U.S. Bureau of Transportation StatisticsÂ’ Transportation Services Index
(TSI) fell 0.6 percent in January, the latest month available, to 109.5.
The TSI measures the movement of freight and passengers. The index, which
is seasonally adjusted, combines available data on freight traffic, as well
as passenger travel, that have been weighted to yield a monthly measure of
transportation services output.

Policy Studies at the San José State University College of Business has
released a report that examines the terrorist risks confronting public

INCREASING THE CAPACITY OF FREIGHT TRANSPORTATION IN NORTH AMERICA

The RAND Corporation has released a report that summarizes discussions and
participantsÂ’ consensus during a February 2006 workshop that examined the
performance of the North American freight transport system and strategies
for increasing its capacity. The workshop was attended by more than 30
United States and Canadian private- and public-sector stakeholders. The
report identifies examples of current and expected economic effects of
capacity constraints on the freight transport system and highlights
physical, contractual, and regulatory issues viewed by the participants as
constraints to the free movement of freight. The report examines how to
address freight transport issues through public-sector, private-sector, and
joint actions.

The U.S. Federal Railroad Administration (FRA) is soliciting for candidates
to fill the position of Director, Office of Research and Development, in
its Office of Railroad Development. This individual is responsible for all
technological and human factors research and development conducted by the

The Governors Highway Safety Association, the National Highway Traffic
Safety Administration, the Federal Motor Carrier Safety Administration, and
the Federal Highway Administration have updated the Model Minimum Uniform
Crash Criteria (MMUCC) website. The site includes access to the MMUCC data
elements, web-based training, and background information. The MMUCC are
voluntary crash data guidelines designed to provide a data set for
describing crashes of motor vehicles with the goal of generating
information that will help improve highway safety.

latest issue of its semi-monthly newsletter that highlights available

and public safety. Organizations involved in NTOC include the U.S. Federal
Highway Administration, the U.S. Federal Transit Administration, the
