2008 TRB 87TH ANNUAL MEETING: A SPOTLIGHT ON AGING INFRASTRUCTURE

In response to the concerns raised by the recent collapse of the I-35W
bridge in Minneapolis, MN, the TRB 87th Annual Meeting, January 13-17,
2008, in Washington, D.C., will feature sessions addressing the nation's
aging infrastructure as part of the meeting's spotlight theme,
"Partnerships for Progress in Transportation." Presentations focusing on
the I-35W bridge collapse in particular and the aging transportation
infrastructure in general will be included. Progress towards addressing
critical issues in transportation--as identified in TRB's 2006
publication of that title--will not be possible without joint efforts
and collaboration. Resolving issues such as the nation's aging
infrastructure, congestion, safety, funding, energy, environment,
intellectual capital, security, infrastructure protection and
preservation, and others will require partnerships among a variety of
different players. The 2008 TRB Annual Meeting program will explore
past and recent experiences, as well as the potential for partnerships
within and beyond of the transportation community and around the world.

SHARON D. BANKS AWARD FOR INNOVATIVE LEADERSHIP IN TRANSPORTATION

The Transportation Research Board is seeking nominations for the Sharon
D. Banks Award for Innovative Leadership in Transportation. This TRB
award was inaugurated in 2002, and it may be presented biennially. The
next presentation of the award will be made during the Chairman's
Luncheon on January 16, 2008, during the TRB 87th Annual Meeting.
Sharon Banks led by example, and this award is intended to honor others
who exemplify her ideals of humanity and service. The award recipient
will have a documented record of successful and innovative leadership in
areas such as community-sensitive transportation facilities and
services; the education, training, and mentoring of transportation
professionals; and other initiatives that bring together people of
diverse backgrounds in the pursuit of excellence. Nominations are due
by August 31, 2007.

SENIOR PROGRAM OFFICER POSITION AVAILABLE IN THE NATIONAL COOPERATIVE
HIGHWAY RESEARCH PROGRAM

The National Cooperative Highway Research Program (NCHRP) has an opening
for a Senior Program Officer with knowledge in a wide array of
transportation-related subject areas, primarily, those dealing with the
provision and operation of highway facilities. NCHRP is an applied
contract research program managed by the Transportation Research Board
that develops near-term, practical solutions to problems facing
transportation agencies. Responsibilities of the Senior Program Officer
include working with expert panels established for each research
project, and preparing project statements and progress reports. The
Senior Program Officer will also be expected to make presentations
before technical groups, evaluate research reports, initiate contracts,
and monitor research. A listing of minimum requirements, full job
duties, and application information for the opening is available on the

TRB has issued a request for qualifications from consultants interested
in preparing synthesis reports for the FY 2006 through FY 2012
Commercial Truck and Bus Safety Synthesis Program (CTBSSP). For the FY
2006 and 2007 program years, topics expected to be addressed include
older drivers, chemical substance effects on driving and performance,
and operator drug and alcohol testing. Also addressed during this
period may be special safety concerns of school bus drivers. The CTBSSP
initiates a number of synthesis studies annually that summarize existing
practice in areas that address commercial truck and bus safety.
Syntheses do not undertake new research, nor do they contain policy
recommendations. Synthesis reports are most valuable when they are
focused on issues or problems common to many organizations. The primary
users of the reports are the practitioners who work on those issues or
problems using diverse approaches in their individual settings. CTBSSP
is administered by the Transportation Research Board in cooperation with
the Federal Motor Carrier Safety Administration, the sponsoring agency.

The U.S. Bureau of Transportation Statistics' Transportation Services
Index (TSI) fell .07 percent in June, the latest month available, to
110. The TSI measures the movement of freight and passengers. The
index, which is seasonally adjusted, combines available data on freight
traffic, as well as passenger travel, that have been weighted to yield a
monthly measure of transportation services output.

The U.S. Federal Highway Administration's Office of International
Programs has released a report that examines procedures and technologies
for enforcing commercial motor vehicle size and weight laws in Belgium,
France, Germany, the Netherlands, Slovenia, and Switzerland. The report
includes recommendations for the implementation of procedures and
technologies based on the European experiences in size and weight
enforcement.

released a report that explores motorcoach safety issues and NHTSA

The U.S. National Highway Traffic Safety Administration's National
Center for Statistics and Analysis (NCSA) has released a traffic safety
fact sheet that explores booster seat use in Wisconsin before and after
the enactment of a law requiring children between four and eight years
old or who weigh between 40 and 79 pounds and are no taller than 4 feet
9 inches to be restrained in booster seats.

The National Transportation Safety Board (NTSB) has released a report
that provides a summary of its investigative activities for calendar
year 2006.

VALUE PRICING PROJECT QUARTERLY REPORT (APRIL-JUNE 2007)

The U.S. Federal Highway Administration's Office of Operations has
released its quarterly report on the Value Pricing Pilot Program, which
was authorized by the Safe, Accountable, Flexible, Efficient
Transportation Equity Act: A Legacy for Users. Value pricing
encompasses a variety of strategies to manage congestion on highways,
including tolling of highway facilities, as well as other strategies
that do not involve tolls, such as mileage-based charges for insurance,
taxes, leasing fees, and car sharing. The value pricing concept of
assessing relatively higher prices for travel during peak periods is the
same as that used in many other sectors of the economy to respond to
peak-use demands. For example, airlines, hotels, and theaters often
charge more for peak than non-peak times.

explores the psychological and social factors influencing motorcycle
rider behavior. The report also examines a rider risk assessment
measure, a tool for identifying high-risk riders by assessing rider

The U.K. Rail Safety and Standards Board (RSSB) has released the latest
issue of its monthly electronic newsletter that provides information on
current projects as well as access to completed research. RSSB manages a
program of research and development on behalf of government and the
railway industry. The program is funded by the Department for Transport
and is designed to assist the industry and its stakeholders in improving
performance (in terms of health and safety, reliability, and
punctuality), increasing capacity and availability, reducing cost, and
