The Transportation Research Record (TRR): Journal of the Transportation
Research Board has long been recognized as one of the leading sources for
scholarly research and practical papers on all aspects of transportation.
Papers published in the TRR have undergone a rigorous peer review process
refereed by TRB technical committees.

Building on the publicationÂ’s reputation, as well as to extend its reach
and increase access to the wealth of information it contains, TRB announces
the availability of the new TRR Online service. This new service provides
electronic access to the full text of as many as 7,600 peer-reviewed papers
that have been published as part of the Record series since 1996, and is
updated as new Record papers become available.

The TRR Online service allows all visitors to identify papers of interest
and review abstracts of those papers. Access to the full papers is
available to service subscribers and employees of TRB sponsors. Papers may

TRAFFIC MONITORING DATA WORKSHOP: SUCCESSFUL STRATEGIES IN COLLECTION AND
ANALYSIS

TRB is sponsoring the Traffic Monitoring Data Workshop: Successful
Strategies in Collection and Analysis on May 2, 2007, in Washington, D.C.
The workshop is designed as a one-day interactive forum to exchange
knowledge about successful strategies in both collection and analysis of
traffic data. Officials from the District of Columbia, Maryland,
Pennsylvania, and Virginia, as well as the Metropolitan Washington Council
of Governments, will be participating in discussions of key challenges and
successes, as identified in an advance survey. The discussions will also
generate topics for further investigation at the North American Travel
Monitoring Conference and Exposition (NATMEC) in Spring 2008. The deadline
for advance registration is April 11, 2007.

NORTH AMERICAN FREIGHT TRANSPORTATION DATA WORKSHOP

TRB is sponsoring the North American Freight Transportation Data Workshop
on May 15, 2007, in Washington, D.C. The workshop is designed to bring
together a diverse group of border data users and providers to discuss
freight transportation data from a North American perspective, highlight
recent changes in government-supplied data sources, and assess user needs
for today and the future. The advance registration deadline for the
workshop is April 15, 2007.

RFP: SECURITY AND GOVERNMENT COMPETITIVE BID REQUIREMENT – PROPOSALS DUE

The Technical Activities Division of the Transportation Research Board
(TRB), as part of its work with the Transit Cooperative Research Program
(TCRP), has issued a request for proposals to explore how public transit
agencies balance the competing public and legislative interests manifested
by requirements for full disclosure of the publicÂ’s business with security
concerns associated with competitive bids for sensitive projects. The
project will include a review of pertinent legislation, regulations, and
case studies with reference to the extent existing programs assist transit
agencies in protecting sensitive documents.

RFP: FIRST AMENDMENT IMPLICATIONS FOR TRANSIT FACILITIES: SPEECH,
ADVERTISING, AND LOITERING – PROPOSALS DUE MAY 4, 2007

The Technical Activities Division of the Transportation Research Board
(TRB), as part of its work with the Transit Cooperative Research Program
(TCRP), has issued a request for proposals to provide a synthesis of
available regulations, statutes, policies, and case decisions
(administrative or court) pertaining to permissible and impermissible
restrictions on speech and expressive behavior at transit facilities and
aboard transit vehicles. The projectalso will examine issues pertaining to
sidewalks and transit facilities as public fora and explore the enforcement
of anti-loitering regulations on or near transit facilities.

conference by the same title that was held October 17 to 18, 2006, in
Washington, D.C. This conference focused on current and future research on
radio frequency identification (RFID) technologies in transportation
applications, which include the tagging of containers, pallets, individual
packages, and building equipment and components; vehicle collision
avoidance; electronic preclearance of vehicles and individuals through
security checkpoints; and electronic toll collection.

Research Board, No. 1952 includes papers that address such topics as the
characterization of demolition and haul-back sources of recycled concrete
for use as pavement base material in Utah; methods for determining
permanent deformation of flexible pavement unbound base and subbase layers;
the influence of aggregate angularity and size on rutting performance of
siliceous river gravels used in hot-mix asphalt mixtures; development of a

Roundabouts in the United States explores methods of estimating the safety
and operational impacts of roundabouts and examines updated design criteria
for roundabouts. Also available are appendixes to the report, published as
NCHRP Web-Only Document 94, which includes detailed reviews of the
literature on safety performance and operational models, the master
inventory of U.S. roundabouts assembled for this project, and the results
of the statistical testing of various models.

The U.S. Government Accountability Office has released a report that
explores the extent to which the Department of Homeland SecurityÂ’s (DHSÂ’)
funding and technical assistance has helped to improve the interoperability
of communications for emergency first responders in selected states. The
report also examines the progress that has been made in the development and
implementation of interoperable communications standards.

REVIEW OF COST ESTIMATES RELATED TO TSA FUNDING OF CHECKED BAGGAGE

The latest issue of AustraliaÂ’s Road Safety Risk Report newsletter is now
available. This issue explores crash reduction estimates for road safety
treatments. The newsletter, produced by ARRB Research, is designed to
disseminate results from the Austroads-funded Road Safety Engineering Risk
Assessment project, which is developing information and advice on more
effective ways to reduce road crashes and injuries using road engineering-
based measures.

OFFICE OF MANAGEMENT AND BUDGET EARMARK DATABASE UPDATED

The U.S. Office of Management and Budget (OMB) has updated its earmark
database to include details on 13,496 earmarks totaling more than $19
billion in fiscal year 2005 appropriations. According to the OMB
definition, earmarks are funds provided by the United States Congress for
projects or programs where the congressional direction in bill or report
language circumvents the merit-based or competitive allocation process of
the Executive Branch, or specifies the location or recipient for funding.
Based on this definition, in the last decade, earmarks have nearly
tripled. The updated site includes details on individual earmarks, the
ability to view earmarks by state, and a downloadable file so that users
can sort information in ways they find useful. The database, however, is
not designed, and cannot accurately be used, to identify the individual
sponsors of congressional earmarks. Additionally, the recipient of an
earmark identified in the database may not in all cases represent the
ultimate beneficiary of the earmark.

THIRD NATIONAL GIS IN TRANSIT CONFERENCE PROCEEDINGS AVAILABLE

The National Center for Transit Research at the University of South Florida
has released the proceedings of the GIS in Transit Conference that was held
November 1-3, 2005, in Tampa, Florida. The conference focused on the role
of geographic information systems (GIS) in transit planning, service
delivery, and decision making.

CLIMATE CHANGE 2007: CLIMATE CHANGE IMPACTS, ADAPTATION, AND VULNERABILITY

The United NationÂ’s Intergovernmental Panel on Climate Change has released
the second of three reports planned by the panel of international
scientists. The latest report suggests that climate change is already
affecting the global environment and that drought, flooding, and changes to
seasonal patterns will increase as global temperatures increase.
