2008 TRB 87TH ANNUAL MEETING: ANNOUNCEMENT, MEETING REGISTRATION, AND
HOTEL RESERVATIONS NOW AVAILABLE

The TRB 87th Annual Meeting Announcement includes meeting registration,
hotel reservation, workshop, special event, and general scheduling
information for the January 13-17, 2008, meeting in Washington, D.C.
New this year, TRB has combined the Annual Meeting registration and
hotel reservation process. Now when you register for the meeting, you
will also have the ability to make your hotel reservations by using
TRB's new Annual Meeting Housing Bureau. Only Annual Meeting attendees
who have first completed the meeting registration process will be
allowed to make hotel reservations with TRB's meeting hotels and TRB
meeting hotels will only accept reservations made through the Annual
Meeting Housing Bureau. The Housing Bureau is also your point of
contact for any future changes you may need to make to your initial
hotel reservation. The new Housing Bureau is designed to help you save
time and to aid TRB in ensuring that its group room rate hotel guest
rooms are reserved by those that support the Annual Meeting-its
attendees and exhibitors.
You are encouraged to register and make your hotel reservation online
now! Room blocks of some Annual Meeting hotels will be full in October.

TRB RESEARCH NEEDS STATEMENTS DATABASE NOW AVAILABLE

TRB's new Research Needs Statements (RNS) database is now available.
The database contains some 700 transportation research needs statements
that have been prepared and approved by 125 of TRB's technical
activities standing committees. While TRB standing committees have long
been responsible for maintaining a collection of research needs
statements, the new database provides a central location that allows
easy searching and sharing of the statements. Organizations, agencies,
universities, students, consultants, and others who fund and conduct
transportation research can now quickly and confidently identify where
the focus of their critical resources is most needed. The database will
be updated continuously by TRB's standing committees.
10TH INTERNATIONAL CONFERENCE ON APPLICATION OF ADVANCED TECHNOLOGIES IN

TRB is cosponsoring the 10th International Conference on Application of
Advanced Technologies in Transportation on May 27-31, 2008, in Athens,
Greece. The conference is designed to explore international synergies
and cooperation in the fields of transportation and telemetrics related
to advanced technologies, transportation infrastructure, methodological
developments, and more.
DATA ANALYSIS WORKING GROUP FORUM ON PAVEMENT PERFORMANCE DATA ANALYSIS

TRB's Data Analysis Working Group (DAWG) will conduct a full-day forum
on pavement performance data analysis, on Saturday, January 12, 2008, in
Washington, D.C. The forum will be held immediately prior to the TRB
87th Annual Meeting, January 13-17, 2008. All attendees of the Annual
Meeting who are interested in the analysis of pavement performance data
are welcome to attend without charge. Additional information on the
forum, as well as information for individuals interested in presenting
at the meeting, is available in the forum announcement.

Results Digest 324: Simulating the Effects of Hot-Mix Asphalt Aging for
Performance Testing and Pavement Structural Design summarizes the
results of an NCHRP effort that examined the limitations associated with

TRB's National Cooperative Highway Research Program (NCHRP) Web-Only
Document 106: Criteria for Selecting Hydraulic Models explores develop a
decision tool for selecting either a one- or a two-dimensional hydraulic
model when examining flow through bridge crossings. The decision tool
is designed to provide a procedure for selecting the most appropriate
model for a particular application incorporating site conditions, design
elements, available resources, and project constraints.
EVALUATING PROGRESS OF THE U.S. CLIMATE CHANGE SCIENCE PROGRAM: METHODS
AND PRELIMINARY RESULTS

The National Academies' Division on Earth and Life Studies (DELS) and
Division on Behavioral and Social Sciences and Education (DBASSE) have
released a report that evaluates the progress of the U.S. Climate Change
Science Program. According to the committee that developed the report,
the program has made good progress in documenting and understanding
changes that are occurring on a global scale, but less progress has been
made in the study of regional impacts, human vulnerabilities, and
mitigation and adaptation options. The report also calls on the program
to better communicate with decision makers at national and local levels.
DELS and DBASSE, like TRB, are divisions of the National Academies,
which include the National Academy of Sciences, National Academy of
Engineering, Institute of Medicine, and National Research Council.

The U.S. Federal Highway Administration has released the latest issue of
its periodic newsletter that provides updates on new products and
research findings emerging from studies conducted as part of the
Concrete Pavement Technology Program.

The U.S. Government Accountability Office has released a report that
examines the extent to which mitigation projects funded by the
Pre-Disaster Mitigation (PDM) program might reduce expected losses from
future natural disasters, and the extent to which that reduction in
losses might translate into lower spending for federal disaster
assistance. The PDM program was created by section 102 of the Disaster
Mitigation Act of 2000.

Rural America at a Glance is a brochure produced by the U.S. Department
of Agriculture's Economic Research Service that highlights recent
indicators of social and economic conditions in rural areas. The
brochure is designed to provide information on key rural conditions and

efforts to enhance the economic opportunities and quality of life for
people in rural communities.

The U.S. Department of Transportation's Office of Inspector General has
issued a report that explores the growth in highway construction and
maintenance costs. The report examines the extent of recent cost
increases for highway construction and maintenance projects, whether the
cost increases are the product of transitory factors or indicative of
longer-term structural changes that need to be incorporated into future
transportation funding plans, and the degree to which the cost increases
are subject to regional variations.

A U.S. Congressional Research Service report explores several ways of
restructuring federal public transit programs, each an alternative to
the possibility of leaving the existing system unchanged. As enacted in
the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A
Legacy for Users (SAFETEA), federal public transit programs are
currently authorized through September 2009.

The U.S. Federal Highway Administration has released the executive
summary of a report designed to provide a working knowledge of the
techniques and strategies that practitioners may use to plan
successfully for special event or manage all planned special events in a
region.
A COMPARISON OF NATURAL AND URBAN CHARACTERISTICS AND THE DEVELOPMENT OF
URBAN INTENSITY INDICES ACROSS SIX GEOGRAPHIC SETTINGS

The U.S. Geological Survey has released a report that explores the
features of urbanization and the urban intensity index based on locally
important land-cover, infrastructure, and socioeconomic variables for
six study watersheds. The report also examines how the intensity index
differs across study areas and the relationship between the
environmental setting and the characteristics of urbanization.
According to the report, a number of features of urbanization were
identified that correlated very strongly to population density in every
study area. Of these, road density had the least variability across
diverse geographic settings and most closely matched the multimetric
nature of the urban intensity index.

The American Public Transportation Association has released a report
that explores the net carbon dioxide (CO2) savings for the United States
that is achieved by public transportation's current level of service.
The report also examines additional savings that might be achieved if
public transportation passenger loads were increased, as well as other
ways to achieve CO2 savings. The report also reviews the contribution
of public transportation to land use impacts.
CONTINUOUS TRANSDERMAL ALCOHOL MONITORING: A PRACTITIONER'S GUIDE

The Traffic Injury Research Foundation (TIRF) has release a report that
explores the development of policies and practices to apply transdermal
alcohol monitoring for offenders with diagnosed alcohol issues. The
report is designed to assist practitioners by guiding them through the
steps associated with implementing a comprehensive supervision system
involving continuous transdermal alcohol monitoring technology.
Transdermal technology is used to monitor alcohol consumption by
measuring vaporous sweat excreted through the skin. It is currently
being used in more than 40 U.S. states.
