THOMAS B. DEEN DISTINGUISHED LECTURESHIP

"Pavement Performance Research Implementation: Its Uniqueness,
Complexity, and Recommendations for Acceleration into Practice" is the
title of the lecture that Matthew W. Witczak will deliver as the
recipient of the 2008 Thomas B. Deen Distinguished Lectureship award.
Dr. Witczak is Professor in the Department of Civil and Environmental
Engineering, Ira A. Fulton School of Engineering, Arizona State
University, Tempe. He will present his lecture on Monday, January 14,
2008, at 6:00 p.m. in the Marriott Wardman Park Hotel as part of the TRB
87th Annual Meeting, January 13-17, 2008, in Washington, D.C. The Deen
Distinguished Lectureship award recognizes the career contributions and
achievements of an individual in areas covered by the Board's Technical
Activities Division. Honorees present overviews of their technical
areas, covering the evolution, status, and prospects for the future. A
copy of the lecture will be available on the TRB Annual Meeting
Compendium of Papers CD-ROM .

Effects of Subsurface Drainage on Pavement Performance: Analysis of the
SPS-1 and SPS-2 Field Sections explores the effects of subsurface
drainage features on pavement performance through a program of
inspection and testing of the subsurface drainage features present in
the Long-Term Pavement Performance SPS-1 (flexible hot-mix asphalt
pavement) and SPS-2 (rigid portland cement concrete pavement) field
sections.

METROPOLITAN TRAVEL FORECASTING: CURRENT PRACTICE AND FUTURE DIRECTION

TRB Special Report 288, Metropolitan Travel Forecasting: Current
Practice and Future Direction, examines metropolitan travel forecasting
models that provide public officials with information to inform
decisions on major transportation system investments and policies. The
report explores what improvements may be needed to the models and how
federal, state, and local agencies can achieve them. According to the
committee that produced the report, travel forecasting models in current
use are not adequate for many of today's necessary planning and
regulatory uses. The findings of the surveys of metropolitan planning
organizations used to help develop this report are available online.

BEST PRACTICES TO ENHANCE THE TRANSPORTATION-LAND USE CONNECTION IN THE
RURAL UNITED STATES

TRB's National Cooperative Highway Research Program (NCHRP) Report 582:
Best Practices to Enhance the Transportation-Land Use Connection in the
Rural United States explores how to integrate land use and
transportation in rural communities. The report also highlights programs

livability while providing adequate transportation capacity.

ENERGY FUTURES AND URBAN AIR POLLUTION: CHALLENGES FOR CHINA AND THE
UNITED STATES

Development, Security, and Cooperation, a unit of the National
Academies' Policy and Global Affairs Division (PGA) and the National
Academy of Engineering (NAE) have released a report designed to assist
Chinese cities in assessing their challenges associated with increased
energy demands, managing the growth in motor vehicle use, and improving
air quality, all while maintaining high rates of economic growth. The
report also identifies lessons learned from case studies of four cities
(Pittsburgh and Los Angeles from the United States, and Huainan and
Dalian from China), that examine key technological and institutional
challenges and opportunities, and highlight areas for continued
cooperation between the United States and China. PGA, like TRB, is a
division of the National Academies, which include the National Academy
of Sciences, National Academy of Engineering, Institute of Medicine, and
National Research Council.

FHWA CREATES NEW OFFICE OF CORPORATE RESEARCH, TECHNOLOGY, AND
INNOVATION MANAGEMENT

The U.S. Federal Highway Administration (FHWA) has created a new Office
of Corporate Research, Technology, and Innovation Management as part of
its Turner-Fairbank Highway Research Center. The mission of the new
office is to "lead change and provide a comprehensive approach to
managing advanced and applied research programs, communicating corporate
messages from agenda setting through impact assessment; to develop and
execute policy, budget, program management, and administrative
mechanisms to continually add value and quality to a nationwide FHWA
Research and Technology (R&T) program; and to develop and execute
comprehensive R&T communications and marketing strategies, plans, and
evaluation methods in support of FHWA-wide R&T programs and R&T services
to FHWA Offices."

ASSESSING THE BUSINESS CASE FOR INTEGRATED COLLISION AVOIDANCE SYSTEMS
ON TRANSIT BUSES

The U.S. Federal Transit Administration has released a report that
explored integrated vehicle based safety systems (IVBSS) for transit
buses. The report examines available IVBSS products, potential future
products, and technologies; analyzes the benefit-cost of transit IVBSS;
and assesses the receptiveness among transit operators to use IVBSS
products and the willingness of manufacturers to develop them.

EFFECTS OF CLIMATE CHANGE ON ENERGY PRODUCTION AND USE IN THE UNITED

The U.S. Climate Change Science Program (CCSP) has released a report
that explores the potential effects of climate change on energy
production and use in the United States and identifies where research
could potentially reduce uncertainties about impacts. The CCSP was
established by President Bush in 2002 to integrate federal research on
global environmental change in 13 federal agencies and to provide the
nation with science-based knowledge to manage the risks and
opportunities of change in the climate and related environmental
systems.

The U.S. Congressional Budget Office has released a letter report that
examines how the increased use of commercial airlift services over the
past few years and the potential increase in the guaranteed portion of
the U.S. Department of Defense's airlift business might affect the U.S.
air transportation industry and the military's ability to attract
participants to the civil reserve air fleet program over the long term.

The U.S. Census Bureau has released a report that examines data on
federal government aid to state and local governments by state and U.S.
outlying area. Coverage is restricted to federal government expenditures
for grants to state and local governments for which data are available
by state and outlying area. For fiscal year 2005 (October 1, 2004, to
September 30, 2005), the statistics compiled cover $403.7 billion. The
data are shown by federal agency and program whenever possible.
According to the report, federal aid to state and local governments for
transportation is second only to health and human services programs.

The U.S. Government Accountability Office has released testimony by
Stephen L. Caldwell, Director, Homeland Security and Justice, before an
October 16, 2007, hearing of the Senate Committee on Homeland Security
and Governmental Affairs. The testimony synthesizes the results of
GAO's completed work and preliminary observations from GAO's ongoing
work related to the Security and Accountability for Every Port Act
pertaining to overall port security, security at individual facilities,
and cargo container security.

The U.S. Federal Highway Administration has released a flyer designed as
a resource for states, metropolitan planning organizations, and others
interested in financing freight transportation projects. The flyer
includes an overview of federal funding programs and financing tools,

The U.S. Federal Highway Administration has released a strategic plan
that identifies priority particulate matter (PM) research issues for the
transportation community for the years 2005 through 2010. The strategic
plan identifies areas of research believed to have the greatest

transportation and regional metropolitan planning organizations charged
with developing and implementing transportation plans, programs, and
projects.

The Virginia Transportation Research Council, a partnership of the
Virginia Department of Transportation and the University of Virginia,
has released a report that examines the development of a simulation
environment to model vehicle-infrastructure integration (VII) and

traffic operations.

The Midwest Transportation Consortium (MTC) has released a report that
explores the current state of disaster relief transportation planning
and the logistics of disasters, including delivery of supplies by the

The National Center for Transit Research (NCTR) at the University of
South Florida has released a report that explores an application tool to
aid small- to mid-size transit agencies in managing their "extraboard."
According to the report, extraboard operations may be generally defined
as the process of utilizing available manpower to perform work
assignments in accordance with labor agreement provisions and work rules
to ensure the provision of scheduled transit service.

IMPROVING GLOBAL ROAD SAFETY: NOTE BY THE SECRETARY-GENERAL

The United Nations' (UN) Secretary-General, Ban Ki-Moon, has released
his first report to the UN General Assembly on progress in international
road safety. The report summarizes the achievements of the United
Nations Road Safety Collaboration, a network of more than 40 agencies
facilitated by the World Health Organization. The report also
highlights a series of good practice manuals developed by partners from
the UN Road Safety Collaboration designed to address risk factors for
road traffic injuries such as drink driving, seat-belts, helmets, speed,
and visibility.

THE EU'S FREIGHT TRANSPORT AGENDA: BOOSTING THE EFFICIENCY, INTEGRATION,
AND SUSTAINABILITY OF FREIGHT TRANSPORT IN EUROPE

The European Commission has adopted a series of initiatives aimed at
making freight transport in the EU more efficient and sustainable. This
new package of measures consists of proposals concerning logistics, a
rail network giving priority to freight, and European ports, as well as

the motorways of the sea.

ALTERNATIVE TYPES OF ROAD EQUIPMENT AT ROAD WORKS - A COMPARATIVE STUDY

VTI, the Swedish National Road and Transport Research Institute, has
released a report that explores the impact of specific arrow patterns
and messages on variable message signs, as well as white barriers, on
work zone safety. The report is written in Swedish with an English
summary.

The European Environment Agency has released a report that provides an
overview of air pollutant emission data reported by the European
Union-27 Member States (EU-27) from 1990 to 2005. According to the
report, across the EU-27 emissions of nitrogen oxides have decreased by
more than 34 percent and sulphur dioxide by around 70 percent since
1990. This inventory report accompanies the annual emission inventory
submission of the European Community to the UNECE Convention on
Long-Range Transboundary Air Pollution (LRTAP).

Land Transport New Zealand has released a report that examines the
modeling of park and ride (P&R) public transport usage in New Zealand.
The report also explores the concept of P&R, as well as local and
international evidence on the usage and support of P&R programs.

The Canadian Association of Road Safety Professionals has released the
latest issue of its Canadian Traffic Safety Digest, which is a
compilation of traffic safety information from across Canada.

The American Association of State Highway and Transportation Officials'
Standing Committee on Planning has released a report produced by TRB's
National Cooperative Highway Research Program summarizing a peer

metropolitan planning organization.

LIGHTING THE WAY: TOWARD A SUSTAINABLE ENERGY FUTURE

The InterAcademy Council has released a report that explores the
science, technology, and policy for developing energy resources to drive
economic growth in both developed and developing countries while also
securing climate protection and global development goals. Commissioned
by the governments of Brazil and China, the report identifies a
scientific consensus framework for directing global energy development.
The U.S. National Academy of Sciences is a member of the IAC.

On October 17, 2007, the U.S. House of Representatives' Committee on
Transportation and Infrastructure Subcommittee on Coast Guard and
Maritime Transportation held a hearing to explore trends and innovations
in mariner education and to assess how growing workforce shortages will
affect the maritime industry as trade continues to increase. Additional

(WSDOT). Hammond has served as the Interim Secretary since August.
With the appointment, Hammond becomes responsible for managing WSDOT and
its nearly 7,000 employees. WSDOT maintains 7,000 miles of highways and
3,300 bridges and tunnels, including the longest and widest of the
world's first floating bridges. WSDOT also operates the Washington
State Ferries, a service with 29 boats that carry more than 27 million
passengers per year. Hammond graduated from Oregon State University
with a bachelor of science degree in civil engineering and is a
professional engineer. In her 28 years with WSDOT, she has worked in
all areas of the department's capital delivery, operations, and policy
programs.
