In plain language, a bozo sitting in a cell at Attica isn't going to
rob a 7-11 while he's there. The problem is that it works as a
deterrent for the inmate and only for the time of incarceration.
Unfortunately, there are plenty of replacements wandering the streets
who "know" that they are smarter than the one who got caught. Barring
reinstitution of Devil's Island, it's a revolving door.

I'd say it's a strong deterrant, at least for normally law abiding
citizen. The thing about crime is that people have to learn to become
criminals, and they learn it from watching other people commit crimes.
Especially children.

Yes, I did forget that for a moment. It's kind of hard to fathom that
the United States really is ruled by an authoritarian junta.

Huh? Reagan was elected in 1980 and then re-elected in 1984 with a
landslide. Bush the elder also won in a landslide in1988. The vote in
1993 was a split vote with a lot of Republicans going for Perot.
