Here is what Philo says:
The Jewish philosopher Philo (20 BC-50 AD) wrote that God manifests
Himself to people as an angel. Not that God changes, but that people
perceive God in different forms, and those are the angels. Thus,
Michael is the burning bush, and Metatron is the staff of Moses, etc.
Now, this is actually incorrect and reflects some insipid false
mysticism. Here is Exodus 3:2 -
And the angel of the LORD appeared unto him in a flame of fire out of
the midst of a bush: and he looked, and, behold, the bush burned with
fire, and the bush was not consumed.
