I don't think so. They don't get a lot of wind in England. Not like the
wind you get in the Midwest. I remember I went to work at Fermilab one
time and they had the flags of all the countries out and the ones on the
two ends were flying in opposite directions because the wind was blowing
around the building. And one time I almost could not get to the building
from the car because of the wind. They don't have that kind of wind in
England, so I don't think that's why Napoleon had his hand over his
heart.
