J.L.Picard had a chance to become part of the BORG.
In the series it is as if his individuallity wins, but in fact the story
is somewhat different.
J.L.Picard, as Locutus, found the truth about the BORG, the perfectness
and goodness, it's absolute superiority. But also he found that he
himself was not good enough for the BORG. Him being the example of a
stupid, far to individually thinking, human being.
Out of resentiment, not being able to stay with the BORG, to become ONE
with the collective, to be superior, he used all his hatred and power to
destroy parts of the BORG. But of course if you do not destroy all of
the BORG, you have not destroyed anything of the BORG.
