If, in some schemes, we're going to grant that entities are causally
responsible for their own behaviors (rather than some nonlocal or
overarching "government" orchestrating it all deterministically), then
interactions would require the involved entities or their properties to
have the capacity to detect the presence of one another. Those that
rarely do so would become akin to ghost matter, passing though
substances for kilometers before finally responding to another essence.
But elemental "detection" seems a far cry from the human, inferential
type of apprehension.
