Given the above as true:

Government, in whatever form, is a structure based on human need and so
human nature... like 'consciousness', love, hate, greed, science,
religion.. etc.

So it comes down to: can or does this change? Has human history
demonstrated a potential for humanity to learn from it's own past? I
think so.

Change puts the above quotes inside of a kinetic structure and outside
absolute certainty.

The idea here in your quote selection is that people were, are and will
be short sighted and selfish, always. Granted being selfish or having a
primary self-interest is true, this does not mean being blinded to it's
detriments.
