Although reincarnation is a truth and a fact with regard to humans -
questions are asked as to why many humans do not have memories of - nor can
they recall previous lives.
But some do.
There are many accounts of humans who have considerable memories from their
previous lives. And these are proven to be true and correct. Actual Laws
and Government operate in China where reincarnation is known to be fact and
reincarnation of certain people can be arranged in certain places and this
kind of thing.

Humans have to have a system like reincarnation - whereby there is death and
then rebirth as humans do have accidents, they lose limbs, they get diseased
or ill, some are blind and various other things whereby a new and healthy
body is required. Immortality or eternity in a badly deformed and scarred
body when you are blind with no legs is neither a good nor happy option.
