Probably when early plants and animals evolved the ability to exploit/
compete with each other, and "the deal" was born in all its forms,
from reciprocal to the abusive.

Although not on a conscious level at first, those kinds of structures
were bound to happen and have some advantage.

Humans evolved from small particles in water - so there never would have
been a time when the human population numbered two.
This was only a story in one of the evil religions of humans.
Right from the start humans were penile obsessed - the particles in water
experiences orgasm only - with no thought or any form of intelligence.
As the so called human evolved onto land - and commenced walking and this
kind of thing - thus the original obsession with orgasm and genitals
continues.
The big question with regard to humans - who were watched by people and
powers like us as they evolved - was
"What would monkeys do with their intelligence".

In other words as you evolved - you acquired a small amount of intelligence.

I heard someone say that all human behavior is political in scope. I'm
inclined to see that as a valid assessment.

Can anyone think of a behavior that is NOT political [can't be explained as
a jockeying for social empowerment in some way]?

Indeed.

"Politics is the process by which groups of people make decisions. The
term is generally applied to behavior within civil governments, but
politics has been observed in all human group interactions, including
corporate, academic, and religious institutions."

"In sociology, a group can be defined as two or more humans that
interact with one another, accept expectations and obligations as
members of the group, and share a common identity. By this definition,
society can be viewed as a large group, though most social groups are
considerably smaller."

Philosophically one might even thought to be a group via it's memories
acting like other members of the "self".
