Limiting Pres terms makes the Pres a lame duck early on, as the cliche
goes

wounded quack gets minimal respect from colleague quacks

They after all are professionals & bureacrats, job holders that
perform (or don't) important functions, and "self-interest" (as per
my self interest and your self interest) is numero uno bottomline.

I suppose they must fear, respect, and perform admirably-maximally for
the boss, the Prez and us.

What leverage does the U.S. Prez have other than...hiring, firing,
handing out punishments, privileges & spoils of every kind
