"The film is set in Washington, D.C. and Arlington, Virginia in the
year 2054. The film opens as Anderton (Tom Cruise) and his team are in
the midst of apprehending a suspect. In this sequence, it is revealed
that the pre-cogs only relate the time/date of the murder, the
murderer's name, and the victim's name. All other facts of the crime,
chiefly the location, can only be ascertained by clues given by the
various images relayed around the time of murder. Images transfer from
the pre-cogs' minds to a computer display, where Anderton manipulates
the images in a manner similar to a virtual reality interface to
better determine how the murders might or will happen. Anderton is
observed during this process by Danny Witwer (Colin Farrell), an agent
from the Department of Justice. Witwer is sent...

I thought it was kinda like a modern day 1984 aka the thought police.

"The Thought Police (thinkpol in Newspeak) are the secret police of
Oceania in George Orwell's dystopian novel Nineteen Eighty-Four. It is
the job of the Thought Police to uncover and punish thoughtcrime and
thought-criminals, using psychology and omnipresent surveillance from
telescreens to find and eliminate members of society who were capable
of the mere thought of challenging ruling authority. The government
attempts to control not only the speech and actions, but also the
thoughts of its subjects, labeling unapproved thoughts with the term
thoughtcrime, or, in Newspeak, crimethink.

In a more real possibility in the process of developing now, is the genetic
intertwining of insurance, which might be seen as a parallel to a Minority
Report world. Already, certain individuals are being screened out from
certain employments due to genetic proclivities as presented in their
familial history. As we advance statistical probabilities on deepening
investigations to that genetic proclivity, there is a real possibility of
developing a kind of 'Gattaca world underclass' that cannot gain 'good'
employment, and therefore are economically crippled and assigned inferior
lives without true just cause [sort of like MR's pre-criminals].

Smokers for example. Or it may be proven that fat people, with Z amount of
body fat, are such and such percentage more likely to develop desease,
therefore costing healthcare systems and the insurance companies "X range"
amount of increased costs etc. Some studies are tying in genetic studies
dating back 2 or more generations. So, say, if one's great great
grandfather had heart problems before his 50th birthday, your own index for
heart problems might be affected to the point of being excluded [from
employment etc].

And yet, you have done nothing wrong; might even be a top performer in a
particular job.
