Do you decide something is meaningful or useful or useless or trash
without reading? listening? seeing?
- meaning without coming to know of that?
which means even to decide something is a trash or useful one need to
put in some effort to know what it is?

In which case how can any body be made accountable ?
Without sending the first rocket to space and so many failures
earlier, would they have learned what is causing the failure to
rectify it and thus to send the man to moon, to build the space lab
etc?

enjoy
cheers
