is PROSTITUTION a Victimless Crime ?

Is Prostitution a victimless crime ?
Both parties are willing partners !
You get what you pat for !
Why not TAX it instead of fining it ?
It could be regulated as any other business is !
It could be zoned almost anywhere,
be it inner-city or rural !

1. Two people that live next to each other decide that one can have a
loud party on saturday night

2. Many people that there will be no such thing as a speed limit.

Is the prostitution somewhere between these examples or on the other
sides?

For precisely the reasons you set out, in many jurisdictions it is in fact
no longer considered a crime, but a regulated and taxed legal business.
These include Germany, Switzerland, Netherlands, Hungary, New Zealand,
Turkey, some states of Australia, as well as the US state of Nevada,
according to the Wikipedia article.

Often that depends on whether you're the Gov of New York, or just a regular

During World War Two the Germans put Jews and Communists in
concentration camps. The USA locked also up the Japanese and their
political opponents and for less reason. At the end of the war there
was a lot of deaths in the German camps from disease and starvation
because Germany was being bombed to rubble. There is no evidence that
the Germans had gas chambers or an extermination plan.

Newsweek magazine May 15, 1989 says on page 64:

"the way the Nazis did things: the secrecy, the unwritten orders, the
destruction of records and the innocent-sounding code names for the
extermination of the Jews. Perhaps it was inevitable that historians
would quarrel over just what happened"

The real reason there are no records of an extermination plan is
because there was no extermination plan. The Germans planned to deport
the Jews out of Germany. The records show that they planned to move
them to Madagascar.
