It cannot move as long as you want to study the
innards and understand them. This is fine, and this
is why we stop things in time in our imaginations.
However, in reality, there is no such animal as a
non-moving coordinate system -- "system wide" or
not.

You are not the first to confuse reality with what
you have imagined, and you won't be the last.
