No.
Black holes evaporate when their black body temperature
exceeds the CMBR temperature (or the temperature around
them). Black holes with the mass of a few atoms are very
hot... called "fireballs" when they have been previously created.

Given the empirical observation that all Forms of
Energy can and will convert from one to another you
can make the following case for small black holes:

The not yet seen Planckmass (~.05 mg mass),
a mini black hole by definition, does "sort of"
evaporate within 1 Plancktime unit (1e-44sec)
to form 1 mole (6e+23) stable and observable
electron/positron pairs, by forming their Coulomb
"shroud" around some "rest mass" of ~ 1e-28 gr

Some of e+/e- pairs will "evaporate" by charge
annihilation into 2 photons... ... and given the
proper environment, like when lots of them try
to be at the same time and place the process
reverses:... pair creation, EM attraction, mass-
accretion, gradational compression and collapse,
BH formation and then with the cycle complete
now... go back to the top of this paragraph to
see what's next... ahaha... ring around the roses...

The problem will be solved once we figure out
what type of clock, what master horloge, it is
that governs this universal process cycling....
.... it will NOT be some Einstein clock.... ahahaha

Most of the Galaxies are having a black hole
in the center. So that black hole keeps eating
the galexy.

No.
The black hole may actually be a source, a framework,
that lets a galaxy form.

But listen, Cosmology has always been & will always
be a fantastic source of ever new and different tales
fables, and stories called theories... ahaha... It's about
times and places so remote that this is all we can do in
***** the "Greatest Story ever told: Cosmology *******

Thanks for the laughs, guys... ahahaha... ahahanson
