Perhaps, but perhaps not.
Humans always do what is in their own self-interests, and so by using
or selling nuclear weapons, which are mostly traceable to the source,
they would be cutting their own throats, IMO.

That would be a death-wish for Iran when it was found out, make no
mistake about that.

I am not so sure of that at all, IMHO.
It's one thing to use suicide-bombers to kill a few people here and
there with conventional explosives, but quite a different matter to
kill millions of humans with a nuclear device.
The country that was hit by a nuke, assuming the US, would be
screaming for blood, and they would get it too.
Once our intelligence services, which are far more effective then
most people realize, determined who did what to whom, Iran or
whomever did the deed would be turned into a glass parking lot
by a thermonuclear weapon.
