How many problems should there be before one changes his or her
opinion about the status of such organizations. This so that any
improvement by other bad news organizations, for the better, can be
properly judged. Since an organization can be downgraded in status one
might think that organizations could be upgraded. Or are they marked
for life, once downgraded.
