It appears that, In South Australia anyway, it's fine to break the law if
enough people are breaking the same law......
http://www.news.com.au/story/0,23599,23495134-421,00.html
HUNDREDS of police officers across South Australia caught using their work
computers to illegally copy movie DVDs will escape prosecution.
......
"This practice is potentially a breach of copyright and misuse of SAPOL
equipment," it said.
........
Police sources have told The Advertiser an official investigation, which
could lead to criminal charges, will not be conducted because of the large
number of police officers involved in copying DVDs.

Perhaps they don't. They're probably using bulk standard PCs which in
many cases these days would come with a DVD burner.

A far greater number of people speed (drink-drive, drive dangerously, etc.)
each day but are not caught. Is that grounds for an official investigation?
