To imagine even for one second that I am pro-muslim is completely

Palaestina" was Jerusalem (also known as Aelia Capitolina).
During the Byzantine period (from about 390 AD) the Governors of
"Palaestina" were based at Caesarea (Palaestina Prima), Petra
(Palaestina Tertia), and
Scythopolis (Palaestina Secunda).
Caesarea became the Proconsular seat of government for "Palaestina"
from 536.
