But if they don't have a licence, you can't record previous infringements
against it can you?

Really? The cops are going to be upset to know that they can't arrest
someone for a crime and keep a record of that arrest unless the person
is "licenced."[sic] R R R R R

Another aside.

In my community long ago, the local health department was up in arms
about all the "junk cars" in a particular neighborhood. The rust and
leaking oil on these unregistered vehicles were wreaking havoc with
the environment, and of course the junkers were attracting hordes of
rats and mice which were apparently carrying off children and raising
them as their own.

Magically, however, if the hillbillies in the neighborhood in
questions registered their car, why, the application of that Magic
Sticker on the rusty license plate would plug up the leaks, cause any
and all oxidation to cease, and render the car inhospitable to all
vermin.

"Licensing is a fee process." It's all about getting the money.

Of course you can. The person does have a name, an SSN and an address.
How do you think they keep track of felons? They don't have licenses
either.
