As any schoolkid with basic knowledge will explain, you can't supply
the necessary current unless the voltage is high enough, so the volts
do matter. An R20 Ni-Cad cell can supply a couple of hundred amps
(before it explodes) but you can't top someone without joining enough
in series to attain a suitable voltage to achieve the necessary number
of milliamps across an appropriate part of their body. Even 110v can
be fatal which is why "safe" supplies are run at 55v-0-55v with the 0v
earthed.
