This venue is the largest outdoor shed in the US as far as I know and it
holds upwards of 60,000 people. They must have had it roped off to sell only
the bottom section of seats or something and didn't even sell that. The
place must have looked empty.

As a matter of fact, I was at that show and there wasn't an empty seat
in the place...might want to double check those numbers!

That's odd...I decided to drive to that show the day of, and the only
seats I was able to get at the box office were directly behind the
stage...I suppose when bands open up the seats behind the stage to sell
more tix, and they don't all sell, that makes the numbers look
scewed....but nice try anyway!

Jason, the Pearl Jam numbers have actually been very strong. That was
the only weak one I could find. Billboard is not absolutely reliable on
it's capacity information (IMHO). Capacity can be manipulated and
misleading, the capacity they list for the very same venue often
fluctuates wildly. The attendance figures are more of a fixed and
objective number, therefore more reliable.
Often times a show will sell-out, more tickets will be released due to
the demand, then those tickets don't sell as well (due to their
location, relatively late availability and the perception that the show
is already sold-out). The final official figures are then indeed skewed.
