This is an interesting idea, but we already have something in the U.S.
where an individual can withhold pre-tax dollars from their wages for
qualified healthcare purchases. Their called Health Savings Accounts.
Bush touted them in a previous State of the Union Address. This 'new
plan' proposes a tax deduction of $7500 for per individual and $15000
per family for those who have health insurance. It also penalizes
individuals/families whose healthcare plan costs exceed these deduction
amounts by making the remaining cost above the deduction amount
taxable. In addition, it penalizes individuals who receive healthcare
plans from their employers by making the employer's contribution
taxable. Sounds like a bunny with a dagger to me.
