No, he isn't.

He's posting pointless messages that no one is interested in reading, that
have nothing to do with the topic of any of the groups he's posting them to,
and that are clearly the product of a deep and terrible mental illness. But
he is not spamming.

Spam is unsolicited commercial messages. There is nothing commercial about
his posts. He is not trying to sell anything.

Please don't use words unless you know what they mean.

Report it for what? I'm not aware of anything he's done that is in any way
illegal or could lead to penalties from his ISP.

Usenet is a free public forum, and anyone can post anything they want.
Unless the newsgroup in question is moderated -- in which case the point is
moot, because the moderator wouldn't have allowed such useless posts through
in the first place.

As much as I may *wish* there were some way to get rid of collection, who is
boring as hell and bloody daft beyond all measure, I must once again come
back to the basic point that Usenet is a free public forum, and anyone can
post anything they want. Unless you're aware of something illegal, or
abusive or otherwise contrary to his ISP's rules, that he's done that I'm
not, you have absolutely no leg to stand on with this 'report him' stuff.
All you'll do is clutter up some poor sap's inbox with useless complaints he
can't do a damn thing about.
