Powerball and other similar gambling games are won by the
suckers/players no more often than would be expected based on random
chance.
Checking this sort of thing is one of the standard ways to check if the
people running the game are cheating.
But if some fraction of players were capable of prediction and played
accordingly that would not be true unless a much larger fraction of
players were anti-predicting and loosing more often than they should.
i.e. if there is a "lucky" group out there that wins more often than it
should there must be an "unlucky" group which provides enough losers to
keep the house advantage and chance of no grand prize winner both at
more or less EXACTLY the expected value. (And given the nature of
lotteries it's likely that the unlucky group must massively outnumber
the lucky group for this to be true.)
