According to this news story, the officer was indeed being actively attacked
at the time:

"Investigators say the deputy walked into a home on Omar Circle and a man
almost immediately came toward him with a tire iron or metal rod in his
hands. They say he began swinging that weapon at the officer who then backed
out of the home. The man followed him outside and continued swinging and
hitting the officer. Sheriff's deputies say that's when the officer drew his
gun and shot the man to stop the attack."
