  Strategies for Avoiding Relational Ambiguity

English is a language that has a moderate problem with relational
ambiguity for prepositional phrases; many prepositions can relate the
prepositional phrase to either a noun or to a verb, and sometimes it
isn't clear which of those applies in a given case. For example, in
the sentence "He shot the man with the gun", it is not clear whether
"with the gun" attaches to "man" or to "shot". If I understand
correctly, Japanese has similar problems to English.

Obviously this is not a problem when relational prepositions can only
attach to one or the other. E.g. in romance languages many relational
prepositions (such as "en los cielos", in the first line of the Lord's
Prayer) can only attach to a verb, and if a prepositional phrase is to
modify a noun, a relative clause containing the prepositional phrase
must be used (e.g. "Padre nuestro que estás en los cielos").

I'm wondering what other strategies for this exist out there. So far I
haven't been able to come up with a viable system of only allowing
such relational phrases to attach to nouns, but it still might be
possible. And I'm sure there are other strategies that use completely
different structures than either of those. Does anybody know of any
interesting examples in various languages?
