  Fench to turn their children into drunk little RLM's

In an attempt to revive the sagging wine industry, France's governing party
wants children to learn the virtues of making and drinking good wine.

The BBC reported Saturday that the UMP (Union for Presidential Majority),
Frances ruling party, suggested in a report that children who learn how wines
are "cultivated and transformed to acquire their taste are more likely to
stay healthy and respect nature."

The report suggested in order for France to keep its position in the world of
wines, the French population has to teach its children the importance of the
industry as well as the unique history of wine and the qualities of the
various French products.

The report also says children should be taught the problems of consuming too
much alcohol.

France's wine industry has fallen on lean times. It's being hit by foreign
competition and per-capita consumption has fallen to half the levels consumed
in 1970.

Rwanda orders Radio France International to halt broadcasts

Following a cabinet decision to stop all activities of French state
institutions, Rwanda has ordered Radio France International off the air, in
an escalating row over events leading to the 1994 Rwandan genocide.

Thousands of people in Rwanda have been holding anti-French protests in the
capital, Kigali, and on Friday, Rwanda cut its diplomatic ties with France
after a French judge implicated President Paul Kagame in the assassination of
his predecessor, an act, which caused a mass slaughter that claimed 800,000
lives within 100 days.

The BBC, Voice of America and Germany's Deutsche Welle are the only
international FM radio stations now allowed to broadcast in Rwanda.

The French ambassador left Kigali on Saturday, and all other French agencies
had until late Monday to close down and get their staff out and Rwanda has
called back its ambassador to Paris.

The French foreign ministry declared in a brief statement: "We regret this
decision. We are making all necessary arrangements."

Not much of a bargain for Kuwait, as Franch has precious little intellegence

LONDON [MENL] -- France and Kuwait have expanded their defense relations,
signing two accords on cooperation that would lead to sales to the Gulf
sheikdom.

The accords, which update a 1993 defense agreement, were signed in Paris last
week during the visit by Kuwaiti Emir Sabah Al Ahmad Al Sabah to France.
Sabah, accompanied by a defense delegation, met French President Jacques
Chirac and discussed the modernization of Kuwait's military.

Officials said the two agreements -- signed by the defense ministers of the
two countries on Nov. 30 -- would expand France's defense and military
cooperation with Kuwait. The first accord stipulated a military intelligence
exchange, which officials said would utilize such French assets as satellites
and its naval presence in the Gulf.

The second accord was meant to pave the way for French arms deals with
Kuwait. Officials said the agreement established a framework for Kuwaiti
procurement of weapons, training and services.
