I agree on masturbation, but strongly disagree on sex.

How do you see this working out when people institutionalized for a
long time have sex and then by accident(and there are very rare cases
of sex absolutely without that risk) have a child... People in those
places are not seen fit to be outside in the world, should the be seen
fit to be parents!? How about a child growing up in an orphanage
because growing up in a mental institution is impossible? Some long
term mental illnesses are sometimes genetically predisposed, so that
kid will also have things that can spring up from his/her genepool to
worry about in addition to never having a normal home.

I feel for you. I really do. But using your experience to attack
anything psychiatric is WRONG. You should have pressed charges against
the employee in question and at the very least have him fired. Not
doing that is IRRESPONSIBLE, because it allows the predator to
continue! It is like fighting to ban all windmills to stop one mill
hand from taking a crap on the grain. You need to get that particular
man fired at the very least.
