I have most often seen this in reference to a tendency of victims of
childhood sexual abuse to see often innocent behavior as indicative of
sexual abuse. A hyper-sensitivity, if you will. It is usually cited as
"To someone whose only tool is a hammer, every problem looks like a
nail" It speaks to a narrowed perspective. Another example would be
someone who has been raped viewing all sex as rape or at least that is
their emotional response to all sex. They may comprehend intellectually
that there is a difference, but their emotions, not fully under their
control, speak a different message, much more loudly than their reason.

To someone with a broom, every problem looks like a dust bunny.

I know what he meant, but I could not possibly improve on the way he
expressed it. :-)

To the man with a gun, every annoying neighbour is a target.
To the man with nukular weapons...
