What are the eligibility requirements for RWA? I know
they're less stringent than the SFWA's, but there my knowledge ends.

There's a Disgaea anime, too, but I have no idea who the seiyuu
there are. Nope, looks like
Koyasu-dono probably isn't in the Disgaea anime . . . Hmmm. Why
didn't I ever notice that it was him voicing Bruce in Galaxy Railways,
though? Granted, it isn't a usual sort of role for him, but . . .
